The Civilian Technical Assistance Program (CTAP) is a National Capacity Development program of the government of Afghanistan, designed to strengthen the capacity of Tashkeel staff and key ministries within the Government of the Islamic Republic of Afghanistan, whereby assisting public agencies to effectively deliver services to the public while supporting towards the successful implementation of the Afghanistan National Development Strategy (ANDS) and their prioritized programs.

CTAP is currently being funded by the Afghan Government and two well–known International organizations namely USAID and the German Foreign Office. Since CTAP was assessed and rated as a very successful and transparent government-led national program by an external auditor in 2012, the MoF leadership and CTAP management has so far shown high interest and commitment to advocate for the sustainability of the program and attract additional funds from other sources as to be able to promote CTAP to a unique and credible capacity building source in Afghanistan.
